Mission

Our goal at ReStart U is to partner with public utilities, analyze their problems and dysfunctions from the top down, and design and implement a roadmap to improvement that helps each utility company become more competitive with the private sector and improves the quality of life for their clientele and communities.

Our approach to helping public utilities get up and/or turn around is fueled by a passion none of my competitors possess. Your project and the challenges associated with it become our challenges. The culture of our process consists of dedication, experience over academics and avoiding a "set it and forget it" mentality.

Torin Johnson has a wealth of institutional knowledge and hard-earned experience in leadership and executive management.

Torin Johnson is an engineer by trade and proven problem solver by reputation. Torin’s personal mission statement is to use his God-given abilities in leadership, process improvement and team management to improve his community and benefit his fellow man. Torin’s dedication, experience and wealth of institutional knowledge had earned him a recent award: being recognized under the Temple University 30 Under 30, out of hundreds of nominees. When analyzing a company or organization, your goals become Torin’s goals and he will strive to make your company a success and help you achieve your vision.

Below are Torin's credentials pertaining to leadership, problem solving and change engineering.

Philadelphia Water Department

Executive Committee, assembled by the Commissioner, to identify and remediate problems with culture and efficiency within the company.

Torin led the subcommittee that improved and streamlined the hiring and recruiting process, including rolling out a more creative outreach protocol and cut the hiring wait time in half. This made PWD’s hiring tactics more competitive with the private sector.

Torin also has experience in training and teaching the necessary technical skillets for engineers to work in PWD. Torin has trained around 30 different engineers, ranging from full time hires to interns. During this time, Torin also trained and mentored several engineers simultaneously during the COVID-19 pandemic, utilizing virtual workshops and other innovative strategies to help other engineers make progress and fulfill goals in a socially distanced environment.

Engineers Without Borders

Engineers without Borders (EWB) is a global non-profit that specializes in partnering with communities, both domestic and worldwide, and solve their problems through engineering solutions. Torin has been involved with EWB for over 9 years, ranging from Project Lead (both domestic and international), Vice President and currently sits as Chapter President of the EWB Philadelphia Chapter. Torin has led his chapter to successfully carry out three different projects simultaneously, taken charge of various budget teams, ensuring each project had suitable capital for construction and mentors several student chapters in the area.
